TL;DR
Maryland stacks a state income tax on top of county 'piggyback' taxes and is the only state with both an estate and an inheritance tax. Florida removes all of it. Add a milder winter and a single-level 55+ home, and many Maryland retirees lower their tax burden substantially.

Maryland offers a pension exclusion, but its state rate plus county 'piggyback' income taxes still add up, and it is the only state that levies both an estate tax and an inheritance tax. Florida has no income, estate, or inheritance tax, a clean break for retirees focused on what they pass on.
